Independent Supplementary Review (ISR) Report

The South West RDA has been assessed as “good” by the National Audit Office (NAO), the main independent watchdog for government agencies in its Independent Supplementary Review Report published in July 2010.

The Independent Supplementary Review looked at the effectiveness of the approach Regional Development Agencies have taken in three areas:

  • Prioritisation of programmes and projects that offer high value added benefits in the economic downturn;
  • Implementation of improvement plans resulting from the IPA 2006 assessment (see below) and
  • Implemented improvements in performance management arrangements to reflect the lessons of evaluation.

The NAO have published guidance on the ISR assessment process.

Independent Performance Assessment (IPA) Report

The Independent Performance Assessment (IPA) was designed to provide an independent assessment of the activities of RDAs.

The National Audit Office (NAO) carried out the assessment to establish how far we are achieving our ambitions, meeting the needs of the region and providing economic leadership.

The main elements of the approach are:

  • Self assessment against the Assessment Framework (or Key Lines of Enquiry).
  • A review of this self assessment and supporting evidence by the NAO, leading to on-site work at the RDA and with key stakeholders to validate the self assessment;
  • The published assessment with overall score.

The South West RDA was assessed as "performing well" by the National Audit Office (NAO), the main independent watchdog for government agencies in its Independent Performance Assessment Report published in November 2006.
