Regional Strategic Review

The economic development and environment theme of South West Local Area Agreements

Background 
 
Scrutiny is a core activity for all Regional Assemblies, one that currently has a statutory basis. This existing scrutiny function provides the opportunity to inform policy, strategy and delivery in relation to the topics covered by the Regional Economic Strategy (RES).  
 
Objectives 
 
The overarching objective of this review is to explore the potential for Local Area Agreements (LAAs) and Multi-Area Agreements (MAAs) to provide an effective delivery framework for the RES, and examine the roles and capacity of local and regional partners in achieving this.  
 
Lines of Enquiry 
 
The main lines of enquiry can be summarised as:

  1. Analysis of the role that the South West RDA has played in the development of the region's LAAs to date
  2. Analysis of the roles and contribution of other regional and local partners to date
  3. Potential roles to contribute to the development and delivery of stronger LAAs and MAAs in terms of Economic Development & Environment (ED&E)
  4. Extent to which the region's LAAs provide a framework for effective delivery of RES priorities

RDA Objectives for the Review 
 
This review is very timely, as LAAs are really coming to centre stage. The RDA and our partners have been developing our approach, and it will be helpful to hear some objective views on what more we might do.  
 
This review is also timely in connection with the Sub-National Review on Economic Development (SNR) as we start to lay the foundations for a Single Regional Strategy (SRS).
