The way the RDA manages projects is changing. Rather than responding to bids and delivering projects ourselves, we will commission programmes to deliver specific outcomes, and delegate delivery as appropriate where the right capacity exists. By commissioning, we mean that we will use our core strategy and, where they exist, the area investment frameworks we have agreed with partners, to give us a clear understanding of the impact and outcomes that we want to achieve. We will then commission the projects and programmes that will help us to get there. This is the approach we are pioneering with the European programmes - Convergence and Competitiveness - that we manage on behalf of the region.
Over time, we anticipate a scaling-back on the RDA's direct delivery of projects - apart from those of regional scale - through a mixture of managing down our portfolio and delegating more responsibility to partners.
For example, the RDA will focus on renewable energy and low carbon technologies, and influencing the delivery of critical strategic projects and infrastructure in the region, thus contributing towards a low carbon economy and addressing the concerns of future energy security.
